I believe that in an attempt to understand the cause of cancer and to find more efficient treatments, the state of Kansas needs to obtain as much information as possible. However, I am concerned about the unintended consequences of this bill on the victims stricken with this merciless disease and the effect it has on their families. The bureaucracy, in its quest to compile information, all too often forgets that it is dealing with real people and not just statistics.--Robin Jennison On motion of Rep. (a) This section shall be known and may be cited as the women's health education initiative act. (b) The secretary of health and environment shall cause to be published comprehensive, clearly written and easily understood printed educational materials identifying areas of women's health. The printed educational materials to be developed shall include, but not be limited to, crisis and unplanned pregnancies, heart disease, cancer, including cancer of the breast, lung and cervix, and osteoporosis. Special materials may be developed which are directed to adolescents as deemed appropriate. (c) Each topic shall be reviewed every two years and updated as needed. Included with each topic shall be resources for accessing the services described, and the information may be developed with an accompanying resource directory. Each topic shall include recommendations designed to prevent or minimize the health problem discussed, shall be presented using accurate medical information and terminology and shall include an explanation of treatment options. (d) The first educational topic to be addressed shall be crisis and unplanned pregnancies and shall be published by January 15, 1998. Every six months after this date one of the other health issues will be addressed and information distributed until published material relating to all four health issues are available to the public under this section. The educational material shall be distributed without charge to all women's health clinics, offices of persons licensed to practice medicine and surgery, public health clinics, women's organizations and libraries and made available to the public. (e) The crisis and unplanned pregnancy material shall include objective information concerning options relating to unplanned pregnancy such as carrying to term, adoption, parenting and terminating the pregnancy. This material shall include: February 19, 1997 181 (1) A discussion of the option of carrying to term the pregnancy with information on the risks associated with pregnancy, the option of making the child available for adoption including general considerations relating to adoption, legal issues, medical care payment issues, social issues, emotional or personal issues and resources available to assist with the adoption and the option of parenting including information on resources available for this option, legal issues such as medical care assistance and child support and emotional, personal issues, health issues and responsibilities and child care; and (2) a discussion of the option of abortion with information on resources available under this option, emotional and personal issues, the developmental age of the fetus from fertilization until viability including accurate pictures and sizes of fetal development, a nontechnical explanation of the concept of viability, thorough information on the various abortion procedures and a discussion of legal issues and basic rights. The material shall contain a list of professionals available to assist women in exploring the various options involved in unplanned pregnancies. (f) The materials required under this section shall be printed in a type face large enough to be clearly legible. The materials shall be made available in both English and Spanish language versions. (g) The materials developed under this section on crisis and unplanned pregnancies shall be provided by a physician or another health care provider as part of the information required to be provided to a women under subsection (b) of K.S.A. 65-6706 and amendments thereto.
