  The roll was called with 117 members present.

were excused on excused absence by the Speaker.
  Prayer by Chaplain Washington:
   Gracious Father,
     On this snow filled day, as we begin another week, we thank You for Your
   protective grace. By Your love, You have kept us, and in navigating the
   roadways, You provided traction . . . You stabilized our travel, and You
   brought us here successfully.
     Lord, as these men and women navigate these legislative halls, would You
   again grant Divine traction. Would You hold them to the pavement of Your
   will and Your way. Since they are Your vehicles for justice, would You
   help them to get such a grip on Your wisdom, that people will see and say,
   that they journeyed these halls successfully.
     In the Scriptures, You told Joshua, in chapter 1, verse 7, that to be a
   successful leader, he should steer a straight course, using Your Word as
   His guide. You warned him not to veer off to the left or to the right.
     Father, please keep these representatives going straight. And if some
   might be possibly veering off, by Your Spirit of righteousness, would You
   help them to realign.
     I come to You, Father, in the Name of Him who said, ``I am the way, the
   truth and the life: no man cometh unto the Father, but by Me'' (John
   14:6). Amen and Amen.

   REFERENCE OF WATER SUPPLY CONTRACTS AND
   CONTRACT NULLIFICATIONS   In accordance with the State Water Plan Storage
   Act (K.S.A. 82a-1301 et seq.), Speaker Shallenburger announced the
   referral of the water supply contracts and the water supply contract
   nullifications, Memorandum of Agreement between the State of Kansas and
   the City of Iola, Allen County and Memorandum of Agreement between the
   State of Kansas and Public Wholesale Water Supply District No. 5, Allen,
   Anderson, Bourbon, Crawford and Neosho Counties, submitted by Al LeDoux,
   Director, Kansas Water Office, to Committee on Environment.
