10             AN  ACT concerning courts; relating to authority of supreme court; mu-
11             nicipal courts; amending K.S.A. 12-4104 and 20-101 and repealing the
12             existing sections.
13      
14       Be it enacted by the Legislature of the State of Kansas:
15             Section  1. K.S.A. 12-4104 is hereby amended to read as follows: 12-
16       4104. The municipal court of each city shall have jurisdiction to hear and
17       determine cases involving violations of the ordinances of the city. Search
18       warrants shall not issue out of a municipal court.
19             Municipal courts and municipal judges shall be subject to the general
20       administrative authority by the supreme court as provided in K.S.A. 20-
21       101, and amendments thereto.
22             Sec.  2. K.S.A. 20-101 is hereby amended to read as follows: 20-101.
23       The supreme court shall be a court of record, and in addition to the
24       original jurisdiction conferred by the constitution, shall have such appel-
25       late jurisdiction as may be provided by law; and during the pendency of
26       any appeal, on such terms as may be just, may make an order suspending
27       further proceedings in any court below, until the decision of the supreme
28       court. As provided by section 1 of article 3 of the Kansas constitution, the
29       supreme court shall have general administrative authority over all courts
30       in this state, and the supreme court and each justice thereof shall have
31       such specific powers and duties in exercising said such administrative
32       authority as may be prescribed by law. The supreme court shall have
33       general administrative authority over all municipal courts in this state.
34       The chief justice shall be the spokesman for the supreme court and shall
35       exercise the court's general administrative authority over all courts of this
36       state. The chief justice shall have the responsibility for executing and
37       implementing the administrative rules and policies of the supreme court,
38       including supervision of the personnel and financial affairs of the court
39       system, and delegate such of this responsibility and authority to personnel
40       in the state judicial department as may be necessary for the effective and
41       efficient administration of the court system. 
42       Sec.  3. K.S.A. 12-4104 and 20-101 are hereby repealed.
43        Sec.  4. This act shall take effect and be in force from and after its
