10             AN  ACT concerning state educational institutions; relating to tuition and
11             increases in the rate thereof.

13       Be it enacted by the Legislature of the State of Kansas:
14             Section  1. In preparing budget recommendations for the governor's
15       budget report for a fiscal year to be submitted to the legislature under
16       K.S.A. 75-3721 and amendments thereto, if the state board of regents has
17       approved increases in the rate or rates of tuition for state educational
18       institutions for such fiscal year, then the governor shall include in such
19       budget recommendations for such fiscal year increased amounts of rec-
20       ommended expenditures for all need-based student financial aid pro-
21       grams administered by the state board of regents or any state educational
22       institution thereunder, from any moneys available therefor, which con-
23       stitute a percentage increase in aggregate expenditures for all such need-
24       based student financial aid programs over the approved budget of ex-
25       penditures for such programs for the preceding fiscal year that is equal
26       to or greater than the average of the percentage increases in rates of
27       tuition for state educational institutions approved by the state board of
28       regents.
29        Sec.  2. This act shall take effect and be in force from and after its
30       publication in the statute book.
