payrolls for (1) in-service education and training, (2) statewide training
and employee development in performance management, supervision,
compensation, goal-setting, performance review and organization devel-

            (c) The assessment fixed by the secretary of administration under this
section shall be expressed as a percentage and shall be the same for all

the director of the budget shall notify each state agency of the rate of

Sec.  2. This act shall take effect and be in force from and after its
      publication in the statute book.
