10 AN ACT
concerning state educational institutions; relating to tuition
and
11 fee waivers for
certain national fellowship recipients; amending K.S.A.
12 76-719c and repealing
the existing section.

14 Be it enacted by the Legislature of the
State of Kansas:
15 Section
1. K.S.A. 76-719c is hereby amended to read as follows:
76-
16 719c. (a) Within the limitations of
appropriations therefor, the state board
17 of regents may authorize any state
educational institution to award grants
18 to graduate students in the form of
fellowships or scholarships. With the
19 approval of the board of regents, a state
educational institution shall im-
20 pose upon such awards such standards,
conditions and requirements as
21 shall be designed to foster the growth,
distinction and stability of the state
22 educational institution and the quality of
its postgraduate and doctoral
23 programs and pursuits.
24 (b) Subject to
the provisions of appropriation acts and in accordance
25 with policies adopted by the state board
of regents, on and after August
26 1, 2001, the chancellor or president of
each state educational institution,
27 in the discretion of the chancellor or
president, may grant a tuition and
28 fee waiver to one or more graduate
students of the state educational in-
29 stitution who is awarded a national
fellowship and who is not determined
30 to be a Kansas resident under K.S.A.
76-719 and amendments thereto,
31 and any policies adopted thereunder.
Each such tuition and fee waiver
32 shall be in addition to any other
financial assistance, grants or tuition or
33 fee waivers and shall be in an amount
equal to the difference between the
34 aggregate amount of resident tuition and
fees and nonresident tuition and
35 fees for the course of study such
graduate student has enrolled in at the
36 state educational
institution.
37 Sec. 2. K.S.A. 76-719c is hereby
repealed.
38 Sec. 3. This act shall
take effect and be in force from and after its
39 publication in the statute book.
