  9             A  CONCURRENT  RESOLUTION urging the United States Congress
10             to repeal Section 656(b) of P.L. 104-208.
11      
12             WHEREAS,  Section 656(b) of the federal Illegal Immigration Reform
13       and Immigrant Responsibility Act of 1996 (P.L. 104-208) requires that
14       state issued drivers' licenses and nondriver identification cards must con-
15       tain the holder's social security number or that the state must verify with
16       the Social Security Administration the social security number of each
17       applicant for a license or identification card; and
18             WHEREAS,  Section 656(b) is another example of the Federal gov-
19       ernment preempting what has traditionally been state activities; and
20             WHEREAS,  Many states specifically prohibit the use of social security
21       numbers on drivers' licenses; and
22             WHEREAS,  Section 656(b) represents another unfunded mandate by
23       the Federal government: Now, therefore,
24             Be it resolved by the Senate of the State of Kansas, the House of Rep-
25       resentatives concurring therein: That the United States Congress is
26       urged to repeal Section 656(b) of P.L. 104-208; and
27             Be it further resolved: That the Secretary of State be directed to send
28       enrolled copies of this resolution to the President of the United States
29       Senate, the Speaker of the United States House of Representatives and
30       to each member of the Kansas Congressional Delegation.
