  9             AN  ACT concerning campaign finance; relating to contributions; amend-
10             ing K.S.A. 1998 Supp. 25-4153a and repealing the existing section.

12       Be it enacted by the Legislature of the State of Kansas:
13             Section  1. K.S.A. 1998 Supp. 25-4153a is hereby amended to read
14       as follows: 25-4153a. (a) No registered lobbyist, political committee or
15       person, other than an individual, shall make a contribution as defined by
16       subsection (d) of K.S.A. 25-4143, and amendments thereto, to any leg-
17       islator, candidate for membership in the senate or house of representa-
18       tives, candidate committee for any such legislator or candidate, state of-
19       ficer elected on a statewide basis, candidate for state office elected on a
20       statewide basis or candidate committee for any such officer or candidate
21       after January 1 of each year and prior to adjournment sine die of the
22       regular session of the legislature or at any other time in which the legis-
23       lature is in session to a:
24             (1) Legislator;
25             (2) candidate for membership in the legislature;
26             (3) state officer elected on a statewide basis;
27             (4) candidate for state officer elected on a statewide basis;
28             (5) candidate committee of persons described in paragraphs (1)
29       through (4);
30             (6) political committee established by a state committee of any polit-
31       ical party and designated as a recognized political committee for the sen-
32       ate or house of representatives; or
33             (7) political committee established to support or oppose candidates of
34       a single party in either the senate or the house of representatives.
35             (b) No such legislator, officer, candidate or committee described in
36       paragraphs (1) through (7) of subsection (a) shall accept or solicit any
37       contribution as defined by subsection (d) of K.S.A. 25-4143, and amend-
38       ments thereto, from any registered lobbyist, political committee or per-
39       son, other than an individual, during such period of time defined in sub-
40       section (a). 
41       Sec.  2. K.S.A. 1998 Supp. 25-4153a is hereby repealed.
42        Sec.  3. This act shall take effect and be in force from and after its
43       publication in the statute book.
