23             A  CONCURRENT  RESOLUTION establishing a task force on agri-
24             cultural issues.
25      
26             Be it resolved by the House of Representatives of the State of Kansas,
27       the Senate concurring therein: That a task force on agricultural issues
28       is hereby established to study the concentration of agricultural markets,
29       the role of the state in attempting to guarantee competitive markets,
30       credit problems in agriculture, grain storage problems, the over supply
31       of agricultural commodities, the federal meat inspection laws, the vol-
32       untary conservation reserve program, the short-term conservation reserve
33       program and such other matters relating thereto as the task force deems
34       appropriate; and
35             Be it further resolved: That the task force shall consist of 19 members
36       appointed as follows: Four members appointed by the president of the
37       senate, two from among the members of the senate and two from among
38       the citizens of the state at large; four members appointed by the minority
39       leader of the senate, two from among the members of the senate and two
40       from among the citizens of the state at large; four members appointed
41       by the speaker of the house of representatives, two from among the mem-
42       bers of the house of representatives and two from among the citizens of
43       the state at large; four members appointed by the minority leader of the
44       house of representatives, two from among the members of the house of

  1       representatives and two from among the state at large; and three mem-
  2       bers appointed by the governor; and
  3             Be it further resolved: That the president of the senate shall appoint
  4       the chairperson from among the legislator members of the task force and
  5       the minority leader of the house of representatives shall appoint the vice-
  6       chairperson from among the legislator members of the staff force; and
  7             Be it further resolved: That staffing for the task force shall be avail-
  8       able from the legislative research department and the revisor of statutes
  9       office as authorized by the legislative coordinating council; and
10             Be it further resolved: That the members of the task force shall re-
11       ceive reimbursement for attending meetings of the task force as author-
12       ized by the legislative coordinating council consistent with the provisions
13       of K.S.A. 46-1209 and amendments thereto; and
14             Be it further resolved: That meetings of the task force shall be held
15       on not less than three days each month from July through December
16       1999; that such meetings shall be held in locations throughout the state;
17       experts on agricultural market concentration and other agricultural issues
18       may be hired to provide information to the task force subject to approval
19       of the legislative coordinating council; and the task force shall prepare
20       and submit a report and recommendations to the governor and to the
21       legislature on or before January 10, 2000.
