  9             AN  ACT concerning cities and counties; relating to planning and zoning.

11       Be it enacted by the Legislature of the State of Kansas:
12             Section  1. Whenever more than a simple majority vote of the gov-
13       erning body of a city is required to take action under K.S.A. 12-741 et
14       seq., and amendments thereto, the number of votes required to act shall
15       be based on the total number of councilmembers-elect or commissioners-
16       elect. Under a mayor-council form of government, if the number of fa-
17       vorable votes is one less than required, the mayor shall have the power
18       to cast the deciding vote in favor of the proposed action.
19        Sec.  2. This act shall take effect and be in force from and after its
20       publication in the statute book.
