  9             AN ACT making and concerning appropriations for the fiscal year ending
10             June 30, 1999, for the department of administration; authorizing cer-
11             tain transfers and imposing certain restrictions and limitations, and
12             directing or authorizing certain receipts and disbursements and acts
13             incidental to the foregoing.
14             Be it enacted by the Legislature of the State of Kansas:
15        Section 1. (a) For the fiscal year ending June 30, 1999, appropriations
16       are hereby made, restrictions and limitations are hereby imposed, and
17       transfers, fees, receipts, disbursements and acts incidental to the fore-
18       going are hereby directed or authorized as provided in this act.
19        Sec. 2.

DEPARTMENT OF ADMINISTRATION
21        (a) There is appropriated for the above agency from the state general
22       fund the following:
23       Cedar Crest repair and renovation $907,113
24       Provided, That all expenditures from the Cedar Crest repair and renovation account for
25       Cedar Crest renovation or repair projects shall be made pursuant to contracts which are
26       hereby authorized to be negotiated and entered into by the secretary of administration:
27       Provided further, That such expenditures, contracts and capital improvement projects shall
28       not be subject to the provisions of (1) K.S.A. 75-430a and amendments thereto relating to
29       publication of notice prior to negotiating for ancillary technical services or architectural,
30       engineering or other related services, (2) K.S.A. 75-1250 through 75-1266 or K.S.A. 75-
31       5801 through 75-5807 and amendments thereto relating to the acquisition of architectural,
32       engineering, construction management or other services, (3) K.S.A. 75-2724 and amend-
33       ments thereto relating to certain government project reviews, or (4) the competitive bid
34       procedures and requirements of K.S.A. 75-3739 through 75-3744 and amendments thereto:
35       Provided, however, That the provisions of K.S.A. 75-1258, 75-1264 and 75-3741c and
36       amendments thereto shall apply to such expenditures, contracts and capital improvement
37       projects: And provided further, That such expenditures, contracts and capital improvement
38       projects shall be subject to such design, construction and other procedures and standards
39       as may be prescribed by the secretary of administration therefor.
40        Sec. 3. This act shall take effect from and after its publication in the
41       Kansas register.
