            9             AN ACT concerning the composition of the joint committee on special
10             claims against the state; amending K.S.A. 46-912 and repealing the
11             existing section.

13       Be it enacted by the Legislature of the State of Kansas:
14           Section 1. K.S.A. 46-912 is hereby amended to read as follows: 46-
15       912. There is hereby established the joint committee on special claims
16       against the state which shall have 13 members consisting of five members
17       of the senate and eight members of the house of representatives. The
18       representative members shall be appointed by the speaker, and the sen-
19       ator members shall be appointed by the senate committee on organiza-
20       tion, calendar and rules. Not less than two one representative ;>--bers
21       member and two one senator ;>--bers member shall be attorneys licensed
22       to practice law in the state of Kansas. Not less than one representative
23       member shall be a member of the house committee on appropriations
24       and not less than one senator member shall be a member of the senate
25       committee on ways and means. In the biennium commencing with the
26       convening of the regular session of the legislature in 1979, and in the
27       biennium commencing with the convening of the regular session of the
28       legislature each four years thereafter, the chairperson of the joint com-
29       mittee shall be a representative member designated by the speaker of the
30       house of representatives. In the biennium commencing with the conven-
31       ing of the regular session of the legislature in 1981, and in the biennium
32       commencing with the regular session of the legislature each four years
33       thereafter, the senate committee on organization, calendar and rules shall
34       designate a senator member to be the chairperson of the joint committee.
35       If a chairperson shall die, resign or otherwise be incapable of serving as
36       chairperson for the full two-year period, a successor shall be designated
37       to fill the unexpired portion of such period in the same manner as the
38       original chairperson was selected. The members appointed from each
39       house shall include minority party representation thereon. The joint com-
40       mittee shall meet in the interim between legislative sessions on the call
41       of the chairperson as authorized by the legislative coordinating council.
42       Any seven members of the joint committee shall constitute a quorum.
43       Any action of such joint committee may be taken by an affirmative vote

  1       of a majority of the members present, if a quorum is present.
  2           The provisions of article 12 of chapter 46 of the Kansas Statutes An-
  3       notated, and amendments thereto, applicable to special committees shall
  4       apply to the joint committee on special claims against the state to the
  5       extent the same do not conflict with the specific provisions of this act
  6       applicable to such committee.
  7           Sec. 2. K.S.A. 46-912 is hereby repealed.
  8           Sec. 3. This act shall take effect and be in force from and after its
  9       publication in the Kansas register.
