            9             A PROPOSITION to amend article 15 of the constitution of the state of
10             Kansas by adding a new section thereto, relating to licensure to carry
11             certain concealed weapons.

15             Be it resolved by the Legislature of the State of Kansas, two-thirds of the
16             members elected (or appointed) and qualified to the House of Repre-
17             sentatives and two-thirds of the members elected (or appointed) and
18             qualified to the Senate concurring therein:
19                 Section 1. The following proposition to amend the constitution of the
20       state of Kansas shall be submitted to the qualified electors of the state
21       for their approval or rejection: Article 15 of the constitution of the state
22       of Kansas is amended by adding a new section thereto to read as follows:
23                 ``§ 16. Concealed Weapons. The legislature shall provide for
24             licensure to carry a firearm concealed on one's person in the per-
25             formance of duties within the scope of one's employment or in one's
26             capacity as a private citizen. The legislature may adopt such quali-
27             fications for and restrictions on such licensure as the legislature
28             determines necessary to promote the public safety and welfare.''
29           Sec. 2. The following statement shall be printed on the ballot with
30       the amendment as a whole:
31              ``Explanatory statement. This amendment would require the leg-
32             islature to enact legislation providing for licensure to carry a con-
33             cealed firearm.
34              ``A vote for this proposition would favor allowing licensed private
35             citizens to carry concealed firearms.''
36              ``A vote against this proposition would favor not allowing private
37             citizens to carry concealed firearms.''
38           Sec. 3. This resolution, if approved by two-thirds of the members
39       elected (or appointed) and qualified to the House of Representatives, and
40       two-thirds of the members elected (or appointed) and qualified to the
41       Senate shall be entered on the journals, together with the yeas and nays.
42       The secretary of state shall cause this resolution to be published as pro-
43       vided by law and shall cause the proposed amendment to be submitted
44       to the electors of the state at the general election in the year 1998 unless
45       a special election is called at a sooner date by concurrent resolution of

  1       the legislature, in which case it shall be submitted to the electors of the
  2       state at the special election.
