                    HOUSE BILL No. 2778           By Representative McCreary           (By request)           2-2           10             AN ACT concerning crimes and punishment; creating the crime of un-
11             lawful biomedical experimentation.

13       Be it enacted by the Legislature of the State of Kansas:
14           Section 1. (a) Unlawful biomedical experimentation is knowingly
15       conducting or performing any experimental biomedical, psychological or
16       behavioral procedure on a person without the full knowledge and written
17       review and written consent of such person.
18           (b) Unlawful biomedical experimentation is a severity level 5, person
19       felony.
20           (c) This section shall be part of and supplemental to the Kansas crim-
21       inal code.
22           Sec. 2. The attorney general shall notify the United States depart-
23       ment of defense of the provisions of section 1 and amendments thereto.
24           Sec. 3. This act shall take effect and be in force from and after its
25       publication in the statute book.
