                    HOUSE BILL No. 2657           By Committee on Governmental Organization and Elections           1-20             9             AN ACT concerning state governmental ethics; relating to state officers
10             and employees; relating to lobbying and lobbyists; amending K.S.A.
11             46-232 and repealing the existing section.

13       Be it enacted by the Legislature of the State of Kansas:
14           Section 1. K.S.A. 46-232 is hereby amended to read as follows: 46-
15       232. (a) No state officer or employee shall engage in lobbying his such
16       officer's or employee's own state agency, if he such officer or employee
17       accepts compensation specifically attributable to such lobbying, other
18       than that provided for the performance of his such officer's or employee's
19       official duties. Nothing in this section shall prohibit a state officer or
20       employee from lobbying without compensation other than that which he
21       such officer or employee is entitled to receive for performance of his such
22       officer's or employee's official duties.
23           (b) From and after January 1, 1999, no individual shall engage in
24       lobbying or be employed as a lobbyist within one year following: (1) The
25       date of resignation from or the expiration of a term of any state office to
26       which the individual was appointed by the governor; or (2) the date of
27       resignation from office or the expiration of a term of office for which such
28       individual was elected or appointed to membership in the state legislature.
29           Sec. 2. K.S.A. 46-232 is hereby repealed.
30           Sec. 3. This act shall take effect and be in force from and after its
31       publication in the statute book.
