AN ACT concerning the secretary of state; relating to political activity.
Be it enacted by the Legislature of the State of Kansas:
  Section 1.  (a) The secretary of state shall not engage in any political
activity or fund raising activity in the support or opposition of any can-
didate for office or question submitted at an election.
  (b)  The provisions of subsection (a) shall not apply to political activity
or fund raising activity in the support or opposition of a candidate for the
office of secretary of state if the secretary of state is a candidate for such
office.
  (c)  Violation of the provisions of this section is a level 10 nonperson
felony.
  Sec. 2.  This act shall take effect and be in force from and after its
publication in the statute book.
