(a) ``Pupil'' means any person who is regularly enrolled 17 in a district and attending kindergarten or any of the grades one through 18 12 maintained by the district or who is regularly enrolled in a district and 19 attending kindergarten or any of the grades one through 12 in another 20 district in accordance with an agreement entered into under authority of 21 K.S.A. 72-8233, and amendments thereto, or who is regularly enrolled in 22 a district and attending special education services provided for preschool- 23 aged exceptional children by the district. Except as otherwise provided 24 in this subsection, a pupil in attendance full time shall be counted as one 25 pupil. A pupil in attendance part time shall be counted as that proportion 26 of one pupil (to the nearest 1/10) that the pupil's attendance bears to full- 27 time attendance. A pupil attending kindergarten shall be counted as 1/2 28 pupil. A pupil enrolled in and attending an institution of postsecondary 29 education which is authorized under the laws of this state to award aca- 30 demic degrees shall be counted as one pupil if the pupil's postsecondary 31 education enrollment and attendance together with the pupil's atten- 32 dance in either of the grades 11 or 12 is at least 5/6 time, otherwise the 33 pupil shall be counted as that proportion of one pupil (to the nearest 1/10) 34 that the total time of the pupil's postsecondary education attendance and 35 attendance in grade 11 or 12, as applicable, bears to full-time attendance. 36 A pupil enrolled in and attending an area vocational school, area voca- 37 tional-technical school or approved vocational education program shall be 38 counted as one pupil if the pupil's vocational education enrollment and 39 attendance together with the pupil's attendance in any of grades nine 40 through 12 is at least 5/6 time, otherwise the pupil shall be counted as that 41 proportion of one pupil (to the nearest 1/10) that the total time of the 42 pupil's vocational education attendance and attendance in any of grades 43 nine through 12 bears to full-time attendance. A pupil enrolled in a dis- HB 2321

1 trict and attending special education services, except special education
2 services for preschool-aged exceptional children, provided for by the dis-
3 trict shall be counted as one pupil. A pupil enrolled in a district and
4 attending special education services for preschool-aged exceptional chil-
5 dren provided for by the district shall be counted as 1/2 pupil. A pupil in
6 the custody of the secretary of social and rehabilitation services and en-
7 rolled in unified school district No. 259, Sedgwick county, Kansas, but
8 housed, maintained, and receiving educational services at the Judge James
9 V. Riddel Boys Ranch, shall be counted as two pupils. A pupil residing at
10 the Flint Hills job corps center shall not be counted. A pupil confined in
11 and receiving educational services provided for by a district at a juvenile
12 detention facility shall not be counted. A pupil enrolled in a district but
13 housed, maintained, and receiving educational services at a state institu-
14 tion shall not be counted.

16 dren, except gifted children, who have attained the age of three years but
17 are under the age of eligibility for attendance at kindergarten.
18 (c) ``At-risk pupils'' means pupils who are eligible for free meals un-
19 der the national school lunch act and for whom a district maintains an
20 approved at-risk pupil assistance plan.
21 (d) ``Enrollment'' means, for districts scheduling the school days or
22 school hours of the school term on a trimestral or quarterly basis, the
23 number of pupils regularly enrolled in the district on September 20 plus
24 the number of pupils regularly enrolled in the district on February 20
25 less the number of pupils regularly enrolled on February 20 who were
26 counted in the enrollment of the district on September 20; and for dis-
27 tricts not hereinbefore specified, the number of pupils regularly enrolled
28 in the district on September 20. Notwithstanding the foregoing, if en-
29 rollment in a district in any school year has decreased from enrollment
30 in the preceding school year, enrollment of the district in the current
31 school year may be computed by adding one-half the number of pupils
32 by which enrollment in the current school year has decreased from en-
33 rollment in the preceding school year to enrollment in the current school
34 year, except that such computation shall not be applied to decreases in
35 enrollment in the current school year that are in excess of 4% of enroll-
36 ment in the preceding school year.
37 (e) ``Adjusted enrollment'' means enrollment adjusted by adding at-
38 risk pupil weighting, program weighting, low enrollment weighting, if any,

2 programs which differ in cost from regular educational programs.
3 (h) ``Low enrollment weighting'' means, for any school year in which
4 the provisions of K.S.A. 1996 Supp. 72-6442a, and amendments thereto,
5 are operational, an addend component assigned to enrollment of districts
6 having 1,800-1,899 1,700-1,799 or under enrollment on the basis of costs
7 attributable to maintenance of educational programs by such districts in
8 comparison with costs attributable to maintenance of educational pro-
9 grams by districts having 1,800-1,899 1,700-1,799 or over enrollment, for
10 the school year in which the provisions of K.S.A. 1996 Supp. 72-6442,
11 and amendments thereto, become operational and each school year there-
12 after, an addend component assigned to enrollment of districts having
13 under 1,800 1,700 enrollment on the basis of costs attributable to main-
14 tenance of educational programs by such districts in comparison with

16 having 1,800 1,700 or over enrollment.
17 (i) ``School facilities weighting'' means an addend component as-
18 signed to enrollment of districts on the basis of costs attributable to com-
19 mencing operation of new school facilities. School facilities weighting may
20 be assigned to enrollment of a district only if the district has adopted a
21 local option budget and budgeted therein the total amount authorized for
22 the school year. School facilities weighting may be assigned to enrollment
23 of the district only in the school year in which operation of a new school
24 facility is commenced and in the next succeeding school year.
25 (j) ``Transportation weighting'' means an addend component assigned
26 to enrollment of districts on the basis of costs attributable to the provision
27 or furnishing of transportation.

1 K.S.A. 1996 Supp. 72-6442 become operational and each school year
2 thereafter, the low enrollment weighting of each district with under 1,800
3 1,700 enrollment shall be determined by the state board as follows:
4 (a) Determine the amount of the median budget per pupil for the
5 1991-92 school year of districts with 75-125 enrollment in such school
 6  year;
7 (b) determine the amount of the median budget per pupil for the
8 1991-92 school year of districts with 200-399 enrollment in such school
 9  year;
10 (c) determine the amount of the median budget per pupil for the
11  1991-92 school year of districts with 1,900 or over enrollment;
12 (d) prescribe a schedule amount for each of the districts by preparing
13 a schedule based upon an accepted mathematical formula and derived

21 follows: 72-6442. (a) In any each school year commencing after any school
22 year in which the provisions of K.S.A. 1996 Supp. 72-6442a are opera-
23 tional, if the state board determines that the amount of appropriations
24 for general state aid, inclusive of the amount determined necessary for
25 effectuation of this section, is sufficient to pay in full the amount each
26 district is entitled to receive for the 1999-2000 school year, the provisions
27 of this section shall become operational and the correlation weighting of
28 each district with 1,800 1,700 or over enrollment shall be determined by
29 the state board as follows:
30 (1) (a) Determine the schedule amount for a district with 1,800 1,700
31 enrollment as derived from the linear transition under (d) of K.S.A. 72-
32 6412, and amendments thereto, and subtract the amount determined
33 under (c) of K.S.A. 72-6412, and amendments thereto, from the schedule
34  amount so determined;
35 (2) (b) divide the remainder obtained under (1) (a) by the amount
36 determined under (c) of K.S.A. 72-6412, and amendments thereto, and
37 multiply the quotient by the enrollment of the district in the current
38 school year. The product is the correlation weighting of the district.

1 amount of appropriations for general state aid, inclusive of the amount
2 determined necessary for total or incremental effectuation of this section,
3 is sufficient to pay in full the amount each district is entitled to receive
4 for the school year, the provisions of this section shall become operational
5 years, the state board shall determine the districts having 1,800-1,899
6 1,700-1,799 or over enrollment that are entitled to assignment of corre-
7 lation weighting and shall determine the correlation weighting of each
 8 such district as follows:
9 (1) Determine the schedule amount as derived from the linear tran-
10 sition under (a)(4) of K.S.A. 1996 Supp. 72-6412a for the district with the
11 lowest enrollment, within the 1,800-1,899 1,700-1,799 enrollment inter-
12 val, that is determined to be entitled to assignment of correlation weight-
13 ing and subtract the amount determined under (a)(3) of K.S.A. 1996
14 Supp. 72-6412a, and amendments thereto, from the schedule amount so
15  determined;
16 (2) divide the remainder obtained under (1) by the amount deter-
17 mined under (a)(3) of K.S.A. 1996 Supp. 72-6412a, and amendments
18 thereto, and multiply the quotient by the enrollment of each district en-
19 titled to assignment of correlation weighting in the current school year.

25 of this section are operational means assignment of correlation weighting
26 to enrollment of districts with 1,875-1,899 or over enrollment as deter-
27 mined by the state board. The lowest enrollment district within the 1,875-
28 1,899 enrollment interval that is entitled to assignment of correlation
29 weighting shall be determined by the state board on the basis of and
30 commensurate with the amount of appropriations available for effectua-
31 tion of the provisions of this section. Total Effectuation in school years
32 subsequent to the first school year in which of the provisions of this sec-
33 tion are operational in the 1998-99 and 1999-2000 school years means
34 assignment of correlation weighting to enrollment of districts with en-
35 rollment equal to or over the district with the lowest enrollment to which
36 correlation weighting was assigned in the preceding school year minus
37 25. Incremental effectuation in school years subsequent to the first school
38 year in which the provisions of this section are operational means assign-
39 ment of correlation weighting to enrollment of districts with enrollment
40 equal to or over the district with the lowest enrollment to which corre-
41 lation weighting was assigned in the preceding school year minus a num-
42 ber to be determined by the state board on the basis of and commensurate
43 with the amount of appropriations available for effectuation of the pro-
