12 AN ACT concerning the joint committee on computers and telecom- 13 munications committees of the legislature; amending K.S.A. 46- 14 1604, 46-1701, 46-2101[, 46-2102] and 68-2003 and K.S.A. 1996 15 Supp. 46-2201 and 65-34,154[, 65-34,154, 75-4740,75-5147 and 16 76-3,100] and repealing the existing section sections. 17 18 Be it enacted by the Legislature of the State of Kansas: 19 Section 1. K.S.A. 46-1604 is hereby amended to read as fol- 20 lows: 46-1604. (a) There is hereby created the joint committee on 21 economic development which shall be composed of five senators 22 and eight members of the house of representatives. The five senate 23 members shall be the chairperson of the standing committee on 24 commerce of the senate, or a member of such committee ap- 25 pointed by the chairperson, two members of such committee ap- 26 pointed by the president and two members of such committee ap- 27 pointed by the minority leader. The eight representative members 28 shall be the chairperson of the standing committee on economic 29 development of the house of representatives, or a member of such 30 committee appointed by the chairperson, four members of such 31 committee appointed by the speaker and three members of such 32 committee appointed by the minority leader. 33 (b) All members of the joint committee on economic develop- 34 ment shall serve for terms ending on the first day of the regular 35 legislative session in odd-numbered years. After June 30 in odd-num- 36 bered years The chairperson and vice-chairperson serving on the effective 37 date of this act will continue to serve in such capacities through January 38 12, 1998. Thereafter, on and after the first day of the regular legislative 39 session in even-numbered years, the chairperson shall be one of the 40 representative members of the joint committee selected by the 41 speaker and the vice-chairperson shall be one of the senate mem- 42 bers selected by the president.       1  bered years, the chairperson shall be one of the senate members
      2  of the joint committee selected by the president and the vice-chair-
      3  person shall be one of the representative members of the joint
      4  committee selected by the speaker. The chairperson and vice-
      5  chairperson of the joint committee shall serve in such capacities
      6  until July 1 of the first day of the regular legislative session in the en-
      7  suing year. The vice-chairperson shall exercise all of the powers of
      8  the chairperson in the absence of the chairperson.
      9    (c)  The joint committee on economic development may meet
     10  at any time and at any place within the state on the call of the
     11  chairperson.
     12    (d)  The provisions of the acts contained in article 12 of chapter
     13  46 of the Kansas Statutes Annotated, and amendments thereto,
     14  applicable to special committees shall apply to the joint committee
     15  on economic development to the extent that the same do not con-
     16  flict with the specific provisions of this act applicable to the joint
     17  committee.
     18    (e)  In accordance with K.S.A. 46-1204 and amendments
     19  thereto, the legislative coordinating council may provide for such
     20  professional services as may be requested by the joint committee
     21  on economic development.
     22    (f)  The joint committee on economic development may intro-
     23  duce such legislation as it deems necessary in performing its func-
     24  tions.
     25    Sec. 2.  K.S.A. 46-1701 is hereby amended to read as follows:
     26  46-1701. (a) There is hereby created the joint committee on state
     27  building construction which shall be within the legislative branch
     28  of state government and which shall be composed of three senators
     29  and three members of the house of representatives. The three sen-
     30  ate members shall be the chairperson of the committee on ways
     31  and means of the senate, or a member of the committee on ways
     32  and means of the senate appointed by the chairperson, a senator
     33  appointed by the president and a senator appointed by the minor-
     34  ity leader. The three representative members shall be the chair-
     35  person of the committee on appropriations of the house of rep-
     36  resentatives, or a member of the committee on appropriations of
     37  the house of representatives appointed by the chairperson, a rep-
     38  resentative appointed by the speaker and a representative ap-
     39  pointed by the minority leader.
     40    (b)  All members of the joint committee on state building con-
     41  struction shall serve for terms ending on the first day of the regular
     42  legislative session in odd-numbered years. The joint committee
     43  shall organize annually and elect a chairperson and vice-chairper-

      1  son in accordance with this subsection. After June 30 in odd-num-
      2  bered years The chairperson and vice-chairperson serving on the effective
      3  date of this act will continue to serve in such capacities through January
      4  12, 1998. Thereafter, on and after the first day of the regular legislative
      5  session in even-numbered years, the chairperson shall be one of the
      6  representative members of the joint committee elected by the
      7  members of the joint committee and the vice-chairperson shall be
      8  one of the senate members elected by the members of the joint
      9  committee. After June 30 in even-numbered and on and after the first
     10  day of the regular legislative session in odd-numbered years, the chair-
     11  person shall be one of the senate members of the joint committee
     12  elected by the members of the joint committee and the vice-chair-
     13  person shall be one of the representative members of the joint
     14  committee elected by the members of the joint committee. The
     15  chairperson and vice-chairperson of the joint committee shall
     16  serve in such capacities until July 1 of the first day of the regular
     17  legislative session in the ensuing year. The vice-chairperson shall
     18  exercise all of the powers of the chairperson in the absence of the
     19  chairperson. If a vacancy occurs in the office of chairperson or
     20  vice-chairperson, a member of the joint committee, who is a mem-
     21  ber of the same house as the member who vacated the office, shall
     22  be elected by the members of the joint committee to fill such va-
     23  cancy. Within 30 days after the effective date of this act, the joint com-
     24  mittee shall reorganize and elect a chairperson and a vice-chairperson in
     25  accordance with the provisions of this act.
     26    (c)  A quorum of the joint committee on state building construc-
     27  tion shall be four. All actions of the joint committee shall be taken
     28  by a majority of all of the members of the joint committee.
     29    (d)  The joint committee on state building construction may
     30  meet at any time and at any place within the state on the call of
     31  the chairperson.
     32    (e)  The provisions of the acts contained in article 12 of chapter
     33  46 of the Kansas Statutes Annotated, and amendments thereto,
     34  applicable to special committees shall apply to the joint committee
     35  on state building construction to the extent that the same do not
     36  conflict with the specific provisions of this act applicable to the
     37  joint committee.
     38    (f)  In accordance with K.S.A. 46-1204 and amendments
     39  thereto, the legislative coordinating council may provide for such
     40  professional services as may be requested by the joint committee
     41  on state building construction.
     42    (g)  The joint committee on state building construction may in-
     43  troduce such legislation as it deems necessary in performing its

      1  functions.
      2    Section 1. 3.  K.S.A. 46-2101 is hereby amended to read as follows:
      3  46-2101. (a) There is hereby established the joint committee on com-
      4  puters and telecommunications [information technology] which shall
      5  be within the legislative branch of state government and which shall be
      6  composed of three senators and three members of the house of repre-
      7  sentatives. One of the senate members shall be appointed by the presi-
      8  dent of the senate, one of the senate members shall be appointed by the
      9  minority leader of the senate and one of the senate members shall be
     10  appointed by the chairperson of the committee on ways and means of
     11  the senate. One of the representative members shall be appointed by the
     12  speaker of the house of representatives, one of the representative mem-
     13  bers shall be appointed by the minority leader of the house of represen-
     14  tatives and one of the representative members shall be appointed by the
     15  chairperson of the committee on appropriations of the house of repre-
     16  sentatives.
     17    (b)  All members of the joint committee on computers and telecom-
     18  munications [information technology] shall serve for terms ending on
     19  the first day of the regular legislative session in odd-numbered years. The
     20  joint committee shall organize annually and elect a chairperson and vice-
     21  chairperson in accordance with this subsection. After June 30 in odd-
     22  numbered The chairperson and vice-chairperson serving on the effective

     30  session in odd-numbered years, the chairperson shall be one of the senate
     31  members of the joint committee elected by the members of the joint
     32  committee and the vice-chairperson shall be one of the representative
     33  members of the joint committee elected by the members of the joint
     34  committee. The chairperson and vice-chairperson of the joint committee
     35  shall serve in such capacities until July 1 of the first day of the regular
     36  legislative session in the ensuing year. The vice-chairperson shall exercise
     37  all of the powers of the chairperson in the absence of the chairperson. If
     38  a vacancy occurs in the office of chairperson or vice-chairperson, a mem-
     39  ber of the joint committee, who is a member of the same house as the
     40  member who vacated the office, shall be elected by the members of the
     41  joint committee to fill such vacancy.
     42    (c)  A quorum of the joint committee on computers and telecom-

      1  joint committee shall be taken by a majority of all of the members of the
      2  joint committee.
      3    (d)  The joint committee on computers and telecommunications [in-
      4  formation technology] may meet at any time and at any place within
      5  the state on the call of the chairperson.
      6    (e)  The provisions of the acts contained in article 12 of chapter 46 of
      7  the Kansas Statutes Annotated, and amendments thereto, applicable to
      8  special committees shall apply to the joint committee on computers and
      9  telecommunications [information technology] to the extent that the
     10  same do not conflict with the specific provisions of this act applicable to
     11  the joint committee.
     12    (f)  In accordance with K.S.A. 46-1204 and amendments thereto, the
     13  legislative coordinating council may provide for such professional services
     14  as may be requested by the joint committee on computers and telecom-
     15  munications [information technology].
     16    (g)  The joint committee on computers and telecommunications [in-
     17  formation technology] may introduce such legislation as it deems nec-
     18  essary in performing its functions.
     19    [(h) (1)  On the effective date of this act the joint committee on
     20  computers and telecommunications shall be and is hereby officially
     21  designated as the joint committee on information technology.
     22    [(2)  On and after the effective date of this act, whenever the
     23  joint committee on computers and telecommunications, or words of
     24  like effect, is referred to or designated by a statute, contract or other
     25  document, created before the effective date of this act, such refer-
     26  ence or designation shall mean and apply to the joint committee on
     27  information technology.
     28    [(3)  Nothing in this act shall be construed as abolishing or rees-
     29  tablishing the joint committee on computers and telecommunica-
     30  tions.
     31    [Sec. 4.  K.S.A. 46-2102 is hereby amended to read as follows:
     32  46-2102. In addition to other powers and duties authorized or pre-
     33  scribed by law or by the legislative coordinating council, the joint
     34  committee on computers and telecommunications information technol-
     35  ogy shall:
     36    [(a)  Study the use by state agencies and institutions of comput-
     37  ers, telecommunications and information technologies;
     38    [(b)  review new governmental computer hardware and software
     39  acquisition, information storage, transmission, processing and tel-
     40  ecommunications technologies proposed by state agencies and in-
     41  stitutions, including budget estimates for implementation of the
     42  same, and make recommendations thereon to the ways and means
     43  committee of the senate and the committee on appropriations of the

      1  house of representatives;
      2    [(c)  study the progress and results of all newly implemented
      3  governmental computer hardware and software, information stor-
      4  age, transmission, processing and telecommunications technologies
      5  of state agencies and institutions; and
      6    [(d)  make an annual report to the legislative coordinating coun-
      7  cil as provided in K.S.A. 46-1207 and amendments thereto and such
      8  special reports to committees of the house of representatives and
      9  senate as are deemed appropriate by the joint committee.]
     10    Sec. 4 [5].  K.S.A. 1996 Supp. 46-2201 is hereby amended to
     11  read as follows: 46-2201. (a) On January 1, 1993, There is hereby
     12  created the joint committee on pensions, investments and benefits
     13  which shall be composed of five senators and eight members of
     14  the house of representatives. The five senate members shall be the
     15  chairperson of the standing committee on ways and means of the
     16  senate, or a member of such committee appointed by the chair-
     17  person, two members appointed by the president and two mem-
     18  bers appointed by the minority leader. The eight representative
     19  members shall be the chairperson of the standing committee on
     20  appropriations of the house of representatives, or a member of
     21  such committee appointed by the chairperson, four members ap-
     22  pointed by the speaker and three members appointed by the mi-
     23  nority leader.
     24    (b)  All members of the joint committee on pensions, invest-
     25  ments and benefits shall serve for terms ending on the first day of
     26  the regular legislative session in odd-numbered years. After June
     27  30 in odd-numbered The chairperson and vice-chairperson serving on the
     28  effective date of this act will continue to serve in such capacities through
     29  January 12, 1998. Thereafter, on and after the first day of the regular
     30  legislative session in even-numbered years, the chairperson shall be
     31  one of the representative members of the joint committee selected
     32  by the speaker and the vice-chairperson shall be one of the senate
     33  members selected by the president. After June 30 in even-numbered
     34  and on and after the first day of the regular legislative session in odd-
     35  numbered years, the chairperson shall be one of the senate mem-
     36  bers of the joint committee selected by the president and the

     41  suing year. The vice-chairperson shall exercise all of the powers of
     42  the chairperson in the absence of the chairperson.
     43    (c)  The joint committee on pensions, investments and benefits

      1  shall meet at any time and at any place within the state on call of
      2  the chairperson. Members of the joint committee shall receive
      3  compensation and travel expenses and subsistence expenses or al-
      4  lowances as provided in K.S.A. 75-3212 and amendments thereto
      5  when attending meetings of such committee authorized by the leg-
      6  islative coordinating council.
      7    (d)  In accordance with K.S.A. 46-1204 and amendments
      8  thereto, the legislative coordinating council may provide for such
      9  professional services as may be requested by the joint committee
     10  on pensions, investments and benefits.
     11    (e)  The joint committee on pensions, investments and benefits
     12  may introduce such legislation as deemed necessary in performing
     13  such committee's functions.
     14    (f)  The joint committee on pensions, investments and benefits
     15  shall:
     16    (1)  Monitor, review and make recommendations regarding in-
     17  vestment policies and objectives formulated by the board of trus-
     18  tees of the Kansas public employees retirement system;
     19    (2)  review and make recommendations relating to benefits for
     20  members under the Kansas public employees retirement system;
     21  and
     22    (3)  consider and make recommendations to the standing com-
     23  mittee of the senate specified by the president of the senate relat-
     24  ing to the confirmation of members of the board of trustees of the
     25  Kansas public employees retirement system appointed pursuant to
     26  K.S.A. 74-4905 and amendments thereto. On and after July 1, 1993,
     27  The information provided by the Kansas bureau of investigation
     28  or other criminal justice agency pursuant to subsection (h) of
     29  K.S.A. 74-4905 and amendments thereto relating to the confir-
     30  mation of members of the board to the standing committee of the
     31  senate specified by the president shall be forwarded by the Kansas
     32  bureau of investigation or such other criminal justice agency to
     33  such joint committee for such joint committee's consideration and
     34  other than conviction data, shall be confidential and shall not be
     35  disclosed except to members and employees of the joint committee
     36  as necessary to determine qualifications of such member. The
     37  committee, in accordance with K.S.A. 75-4319 and amendments
     38  thereto shall recess for a closed or executive meeting to receive
     39  and discuss information received by the committee pursuant to this
     40  subsection; and.
     41    (4)  review and make recommendations to the legislature by the first
     42  day of legislative session commencing in 1997 relating to the implemen-
     43  tation of a permanent policy regarding adjustments in retirement benefit

      1  payments to retirants and disabled members. Such recommendations
      2  should include a review of cost-of-living adjustments, the shared earnings
      3  proposal presented to the 1996 legislature and other mechanisms for pre-
      4  funding adjustments in retirement benefit payments to retirants and dis-
      5  abled members as an alternative to annual cost-of-living adjustments. In
      6  conducting such review the committee may utilize legislative staff, Kansas
      7  public employees retirement system staff, the Kansas public employees
      8  retirement system actuary and other consultants. Any recommendations
      9  shall include actuarially based cost estimates, including an assessment of
     10  the impact on the Kansas public employees retirement system fund's
     11  unfunded actuarial liability.
     12    Sec. 5 [6].  K.S.A. 1996 Supp. 65-34,154 is hereby amended to
     13  read as follows: 65-34,154. On or before the first day of the regular
     14  legislative session each year, the secretary shall submit to the
     15  members of the standing committees committee on energy and nat-
     16  ural resources of the house of representatives and the senate and to
     17  the members of the standing committee on environment of the house of
     18  representatives a report regarding:
     19    (a)  Receipts of the fund during the preceding calendar year
     20  and the sources of the receipts;
     21    (b)  disbursements from the fund during the preceding calen-
     22  dar year and the purposes of the disbursements;
     23    (c)  the extent of corrective action taken under this act during
     24  the preceding calendar year; and
     25    (d)  the prioritization of sites for expenditures from the fund.
     26    Sec. 6 [7].  K.S.A. 68-2003 is hereby amended to read as fol-
     27  lows: 68-2003. There is hereby created a body politic and corpo-
     28  rate to be known as the Kansas turnpike authority. The authority
     29  is hereby constituted a public instrumentality and the exercise by
     30  the authority of the powers conferred by this act in the construc-
     31  tion, operation and maintenance of turnpike projects shall be
     32  deemed and held to be the performance of an essential govern-
     33  mental function.
     34    The Kansas turnpike authority shall consist of five members.
     35  Two members shall be appointed by the governor for terms of four
     36  years. The members appointed by the governor shall be residents
     37  of the state and shall each year be owners of revenue bonds issued
     38  by the Kansas turnpike authority. One member of the authority
     39  shall be the secretary of transportation. One member shall be the
     40  chairperson of the committee on transportation and utilities tourism
     41  of the senate, and one member shall be a member of the committee
     42  on transportation of the house of representatives and shall be ap-
     43  pointed by the speaker of the house of representatives. Any person

      1  appointed by the governor to fill a vacancy on the authority shall
      2  be appointed to serve only for the unexpired term, and a member
      3  of the authority shall be eligible for reappointment. A member of
      4  the authority may be removed by the governor for misfeasance,
      5  malfeasance or willful neglect of duty, but only after reasonable
      6  notice and a public hearing conducted in accordance with the pro-
      7  visions of the Kansas administrative procedure act. Each member
      8  of the authority, before entering upon the member's duties, shall
      9  take and subscribe an oath or affirmation as required by law.
     10    The authority shall elect one member as chairperson of the au-
     11  thority and another as vice-chairperson. The authority shall also
     12  elect a secretary-treasurer who need not be a member of the au-
     13  thority. The chairperson, vice-chairperson and secretary-treasurer
     14  shall serve as officers at the pleasure of the authority. Three mem-
     15  bers of the authority shall constitute a quorum and the affirmative
     16  vote of three members shall be necessary for any action taken by
     17  the authority. No vacancy in the membership of the authority shall
     18  impair the right of a quorum to exercise all the rights and perform
     19  all the duties of the authority.
     20    Members of the Kansas turnpike authority attending meetings
     21  of such authority, or attending a subcommittee meeting thereof
     22  authorized by such authority, shall be paid compensation, subsis-
     23  tence allowances, mileage and other expenses as provided in K.S.A.
     24  75-3223 and amendments thereto.
     25    [Sec. 8.  K.S.A. 1996 Supp. 75-4740 is hereby amended to read
     26  as follows: 75-4740. (a) There is hereby established the Kansas in-
     27  formation resources council which shall be attached to the depart-
     28  ment of administration for purposes of administrative functions.
     29    [(b)  The council shall be composed of 20 members as fol-
     30  lows:  The secretary of administration; the secretary of health and
     31  environment; the secretary of human resources; the secretary of rev-
     32  enue; the secretary of social and rehabilitation services; the secre-
     33  tary of transportation; the judicial administrator of the Kansas su-
     34  preme court; the executive director of the Kansas board of regents;
     35  the chairperson of the joint committee on computers and telecom-
     36  munications information technology; the commissioner of education;
     37  four additional chief administrative officers of various state agen-
     38  cies; and three representatives from the private sector, the chief
     39  information architect and the director of the budget to serve as ad-
     40  visory, nonvoting members. In addition, during those periods of
     41  time when the chairperson of the joint committee on computers and
     42  telecommunications information technology is a member of the senate,
     43  one member of the council shall be a member of the house of rep-

      1  resentatives appointed by the chairperson of the committee on ap-
      2  propriations of the house of representatives and during those per-
      3  iods of time when the chairperson of the joint committee on
      4  computers and telecommunications information technology is a member
      5  of the house of representatives, one member of the council shall be
      6  a member of the senate appointed by the chairperson of the com-
      7  mittee on ways and means of the senate. The four chief administra-
      8  tive officers and representatives from the private sector shall be
      9  appointed by the governor for a term not to exceed 18 months. Mem-
     10  bers, other than members appointed to the council, shall be per-
     11  manent members on the council. Upon expiration of a member's
     12  term, the member shall continue to hold office until the appointment
     13  of a successor.
     14    [(c)  The secretary of administration shall serve as the interim
     15  chairperson until such time as a permanent chair is determined by
     16  the council.
     17    [(d)  The council shall hold meetings and hearings in the city of
     18  Topeka or at such times and places as it designates, on call of the
     19  chairperson or on request of four or more members.
     20    [(e)  Members of the council may not appoint an individual to
     21  represent them on the council.
     22    [(f)  Members of the council shall not be eligible for compensa-
     23  tion, subsistence allowances, mileage or other expenses as provided
     24  in K.S.A. 75-3223 and amendments thereto for attendance at any
     25  meeting of the council or any subcommittee meeting authorized by
     26  the council, except that (1) agencies may pay subsistence, mileage
     27  and other expenses to their representatives on the council, and (2)
     28  legislators serving as members of the council shall receive compen-
     29  sation and travel expenses and subsistence expenses or allowances
     30  as provided by K.S.A. 75-3212 and amendments thereto.
     31    [Sec. 9.  K.S.A. 1996 Supp. 75-5147 is hereby amended to read
     32  as follows: 75-5147. The secretary of revenue is hereby authorized
     33  to enter into contracts to acquire automated tax systems, including
     34  computer hardware and software therefor, for use in the registra-
     35  tion of taxpayers, processing of remittances and returns, and col-
     36  lection of delinquent taxes and any interest and penalties thereon.
     37  Any contracts entered into between the secretary of revenue and
     38  vendors of automated tax systems shall provide (1) for payment of
     39  fees for the automated tax system on the basis of a percentage of the
     40  increase in the amount of taxes, interest and penalties collected
     41  which is attributable to the implementation of the automated tax
     42  systems as specified by the joint consensus of the director of the
     43  budget and the director of the legislative research department un-

      1  der this section or (2) for payment of fees for the automated tax
      2  system on a fixed fee contract basis, such fees to be paid from the
      3  increase in the amount of taxes, interest and penalties collected
      4  which is attributable to the implementation of the automated tax
      5  systems as specified by the joint consensus of the director of the
      6  budget and the director of the legislative research department un-
      7  der this section. All contracts entered into under this section shall
      8  be entered into pursuant to procurement negotiating committee
      9  procedures as provided in K.S.A. 75-37,102 and amendments
     10  thereto. Prior to publishing or distributing a request for proposal,
     11  such request for proposal shall be reviewed by the joint committee
     12  on computers and telecommunications information technology. During
     13  each regular session of the legislature, the secretary of revenue shall
     14  submit a report to the committee on ways and means of the senate
     15  and the committee on appropriations of the house of representa-
     16  tives.  Such report shall include detailed information on the costs
     17  and benefits of implementing automated tax systems during the fis-
     18  cal year immediately preceding the submission of the report. The
     19  report required hereunder shall be made annually until two com-
     20  plete fiscal years have elapsed following full implementation of au-
     21  tomated tax systems by the secretary of revenue.  In addition, the
     22  director of the budget and the director of the legislative research
     23  department shall prepare annually a joint consensus on the amount
     24  of increased tax, interest and penalty collections which are attrib-
     25  utable to the automated tax system and shall report their findings
     26  during each regular session of the legislature to the committee on
     27  ways and means of the senate and the committee on appropriations
     28  of the house of representatives.  Nothing in this section shall prohibit
     29  the secretary of revenue from acquiring any goods or services
     30  through appropriations for any department of revenue function or
     31  program not specifically included in any contract entered into pur-
     32  suant to this section.
     33    [Sec. 10.  K.S.A. 1996 Supp. 76-3,100 is hereby amended to read
     34  as follows: 76-3,100. Each acquisition of data processing hardware
     35  or software by the university of Kansas medical center for the uni-
     36  versity hospital information systems shall be exempt from the pro-
     37  visions of K.S.A. 75-4705, 75-4706, 75-4707, 75-4709 and 75-3739
     38  and amendments thereto and shall not be subject to approval under
     39  any statute other than those contained in article 3 or article 7 of
     40  chapter 76 of the Kansas Statutes Annotated. In addition to other
     41  procedures, the university of Kansas medical center is hereby au-
     42  thorized to acquire data processing hardware and software for the
     43  university hospital information systems by sole source negotiation.

      1  The university of Kansas medical center shall file with the director
      2  of purchases of the department of administration and shall update
      3  periodically a plan for future acquisitions under this section. The
      4  university of Kansas medical center shall submit a written report
      5  in each calendar quarter to the secretary of administration, to the
      6  chairpersons of the senate committee on ways and means and the
      7  house of representatives committee on appropriations, and to the
      8  joint committee on computers and telecommunications information
      9  technology on all contracts for acquisition of data processing hard-
     10  ware and software entered into under this section during such cal-
     11  endar quarter.]
     12    Sec. 2. 7 [11].  K.S.A. 46-1604, 46-1701, 46-2101 is[, 46-2102]
     13  and 68-2003 and K.S.A. 1996 Supp. 46-2201 and 65-34,154[, 65-
     14  34,154, 75-4740, 75-5147 and 76-3,100] are hereby repealed.
     15    Sec. 3. 8 [12].  This act shall take effect and be in force from and
     16  after its publication in the Kansas register.
