The Chair opened the hearing on SB459.
Mr. Siebers explained that the bill allows the creation of an Order of the Eastern Star distinctive license plate (Attachment 7). The plate would be subject to the 250 initial plate commitment and payment of up to $5000 for development costs and will allow the Eastern Star to add an annual royalty fee from $25-$100.
No conferees submitted testimony.
Members discussed whether each of the plates was subject to any requirements for reporting to the legislature. Staff Jill Shelley noted that a bill from the 2021 session (HB2166) provided that each distinctive license plate include a report to the legislature, obviating any note on subsequent license-plate bills. She reported that the annual report was to be designated to the appropriate legislative committees, to the Kansas Legislative Research Department, and to the State Treasurer.
