Minutes for SB215 - Committee on Education

Transferring the authority for postsecondary driver's education programs and driver training schools from the state board of regents to the department of revenue.

Chairman Huebert called the meeting to order and opened the hearing on SB215.

Revisor Jason Long gave a summary of the bill.  (Attachment 1)  The bill transfers the authority for post secondary driving programs to the Department of Revenue.  The bill had a hearing in the Senate and passed the Senate 40-0. 

Proponents

R. Scott Gordon, General Counsel, Kansas State Department of Education (KSDE), spoke as a proponent on SB215.  Mr. Gordon stated KSDE supports this bill. (Attachment 2)

Kent Selk, Senior Manager Driver Services, Kansas Division of Vehicles, stated his department supports SB215.  He described his department's driving programs and noted changes this bill would offer.  (Attachment 3)

Jimmy Bowie, Program Coordinator, Transportation Programs at Johnson County Community College (JCCC), stated he oversees Driver's Education, Motorcycle Training, and Commercial Drivers License Training and offered the full support of JCCC in reference to SB215(Attachment 4)

The conferees stood for questions.

The Chairperson closed the hearing on SB215  and asked if there was any objection to working the bill immediately. There was no objection.  He asked the Committee to take action.

Representative Thomas moved, Representative Stogsdill seconded, to pass SB215 favorably.

Discussion ensued.

Representative Thomas moved, Representative Murphy seconded, to amend SB215 to add statute KSA 267 and allow funds from the state's safety fund to be used for community colleges for driver training courses. Motion carried.

Back on the bill, Representative Thomas moved, Representative Estes seconded, to recommend SB215 as amended, favorably for passage. Motion carried.
