Chairperson Bowers opened the hearing on HB2579. Charles Reimer, staff revisor, presented a briefing on the bill.
Mark Skoglund testified in support of HB2579 indicating his testimony is the same testimony he provided to the Committee on SB429-Requiring electronic filing of campaign reports by candidates for state office unless an exemption is granted for cause. Mr. Skoglund noted SB429 has not been scheduled for debate in the Senate. Mr. Skoglund addressed a grandfathering scenario where essentially people who have been dealing with filing in a different way could continue to do so, but anyone who is a new candidate would use the electronic filing system. (Attachment 4) Mr. Skoglund addressed questions from the Committee.
Clay Barker testified in support of HB2579 indicating it will save their office staff hours, save KGEC staff hours, and increase transparency. Mr. Barker highlighted and explained three points: giving their office a fixed date when this new system has to be online; brainstorming internally on other ways of getting legislators to start e-filing; and ideas from lobbyists on their filings that might help with the candidates. (Attachment 5) Mr. Barker addressed questions from the Committee.
