Chairperson Barker opened the hearing on HB2462. The Revisor provided an overview of the bill. Representative Smith had a question.
Chairperson Barker recognized Representative Tom Sawyer as a proponent of HB2462. Representative Sawyer stated that due to the restrictions on who can serve on the Joint Committee on State-Tribal Relations, it has become difficult to get people appointed. The way they got around it was to put the person on either the taxation, judiciary or the federal and state affairs committee for one day and then remove them. HB2462 would make it easier to appoint people to serve on that committee. (Representative Sawyer provided his written testimony after the meeting (Attachment 4).) Representative Ruiz had a question.
Chairperson Barker recognized Representative Dr. Ponka We Victors-Cozad as a proponent on HB2462 (Attachment 1).
Chairperson Barker recognized Representative Christina Haswood as a proponent on the bill (Attachment 2).
Representative Stephanie Byers testified in support of HB2462 (Attachment 3).
Chairperson Barker stated that he intended to work this bill today, but he was informed there may be an amendment coming.
Representative Penn asked the Revisor if there were any other joint committees that had similar requirements as the Joint Committee on State-Tribal Relations. Jordan Milholland, Legislative Research Department, stated that in doing some quick research, he found that the Joint Committee on Child Welfare System Oversight, the Joint Committee on Fiduciary Financial Institutions Oversight, the Joint Committee on Pensions, Investments and Benefits also have requirements that some members also be members of certain standing committees, similar to the Joint Committee on State-Tribal Relations.
Chairperson Barker closed the hearing on HB2462.
