Kay Haug, State Registrar for Vital Statistics and Director, Bureau of Epidemiology and Public Health Informatics, Kansas Department of Health and Environment, provided neutral testimony on HB2617 (Attachment 13). Current law does not allow family members whose legal ties have been severed to obtain legal records of deceased immediate family members unless the adoptee can show a direct interest to the individual on the record. This can be accomplished by producing documents such as an estate settlement life insurance policy, bank statement, etc. Ms. Haug continued by stating that there would be a cost to KDHE to set up space for viewing documents, as well as software. There might also be a reduction of certificate orders and the fees associated with them that would have an impact on the family and children fund and the child/coroner autopsy fund.

Ms. Haug responded to questions from the committee.

Chairman Landwehr closed the hearing on HB2617.
