Chairperson Smith opened the hearing on HB2148.

Mr. Siebers provided an overview on HB2148 stating the bill would provide a sales tax exemption for purchases of tangible personal property and services made by Gage Park Memorial, Inc. and would go towards the purpose of preserving memory of heroic acts and sacrifices of Kansas veterans who fought died or are missing in action during the Korean War through the funding and establishment of monuments and memorials.  Mr. Siebers stood for questions from Committee members.

Kathleen Smith provided an overview of the fiscal note for HB2148 stating when the Department of Revenue looked at the bill last year and found that it would decrease the State Revenues by $6,500 in FY2022.  Ms. Smith stood for questions from Committee members.

Proponents:

Teresa Thomas, representing the Committee for the Gage Park Memorial, Inc. testified as a proponent for HB2148.  Ms. Thomas introduced two of the committee members who are Roland Mayhew and  Richard Thomas stating their mission is the development and maintenance of the Gage Park Memorial located at 10th and Gage Boulevard in Topeka, Kansas. Currently the Memorial titled homage representing all soldiers is a circular walkway showing a memorial for World War I, the Korean War monument and currently under construction is World War II monument.  She noted future plan include the Vietnam War and the War on Terrorism monuments.  Ms. Thomas spoke of current fundraisers for the Gage Park Memorial as well as direct donations and noted 95.0 percent of monies raised go directly to the construction and maintenance costs. (Attachment 10)  Ms. Thomas stood for questions from Committee members.
