The hearing on SB277 was resumed at 3:00pm.

Frank Harwood returned to address the Committee. Mr. Harwood distributed information to each Committee member. (Attachment 11)

The conferee responded to questions.

Dan Brungardt returned to respond to questions about dates, timelines, school budgets, specific deadlines and the request for a delay for schools.

Jim Karleskint, former legislator and former superintendent, clarified the August 25 deadline is set in statute.

The Chairperson noted the proponent Written Only testimony:

  • John Allison, Superintendent, Olathe Public Schools, USD 233 (Attachment 12)
  • Deena Horst and Ben Jones, Legislative Liaisons, Kansas State Board of Education (Attachment 13)
  • Mark Tallman, Associate Executive Director for Advocacy, Kansas Association of School Boards (Attachment 14)

There were no opponent conferees.

Trey Cocking, Deputy Director, The League of Kansas Municipalities addressed the Committee as a neutral conferee. (Attachment 15)

The conferee responded to questions.

Discussion ensued.

A suggestion was made to bring together stakeholders to discuss the concerns related to funding the needs of schools.

The Chairperson closed the hearing on SB277.

Information regarding Golden Years Property Tax Freeze was distributed. (Attachment 16) Senator Holland discussed the handout materials. A fiscal note was requested.

The Chairperson adjourned the Committee at about 4:30pm.
