The Chairperson opened the hearing on SB277. The Chairperson stated the hearing may be suspended and resumed later in the day. It was recognized SB277 has an effect on SB13.

Amelia Kovar-Donohue, Office of Revisor of Statutes, provided a briefing on the bill regarding property tax levies for school districts. (Attachment 4)

A request was made to explain different property taxes that K-12 can levy.

Representative Jennings, addressed the Committee as a proponent. (Attachment 5),  historic levy rates (Attachment 6), proposed amendment (Attachment 7

The conferee responded to questions.

Dan Brungardt, Superintendent, Bonner Springs/Edwardsville discussed the legislation as a proponent. He included reference to SB13. (Attachment 8)

Dr. Michael Argabright, Superintendent, Southern Lyon County addressed the Committee as a proponent and as the bill is related to SB13. (Attachment 9)

Frank Harwood, Superintendent, De Soto, addressed the Committee as a proponent and included reference to SB13. (Attachment 10)

The Chairperson suspended the hearing on SB 277 until 3:00pm.

The meeting was recessed until 3:00.
