Scott Abbott, Office of the Revisor of Statutes, presented the bill brief (Attachment 1).  The bill would provide an increase to provider reimbursement rates for home and community-based services provided under the intellectual or developmental disability waiver.  The bill appropriates approximately $12.4 million for the Kansas Department for Aging and Disability Services (KDADS) for FY 2022 from the State General Fund (SGF).

Nick Wood, Assistant Director, Interhab, presented testimony as a proponent of the bill (Attachment 3).   He responded to questions from committee members regarding the wait list.  Approximately 15,000 individuals are either being served presently or on wait lists.  It was noted that there are six services for waiver needs, and the Budget committee report recommended a a study to further identify.

Rachel Green, Director of Operations, COF Training Services, presented testimony as a proponent of the bill (Attachment 6).

Christine Cook, Direct Support Specialist, COF Training Services, presented testimony as a proponent of the bill (Attachment 7).

Diane Voss, parent, presented testimony as a proponent of the bill (Attachment 8).

Brenda Klotz, parent, presented testimony as a proponent of the bill (Attachment 9).

Written testimony as proponents of the bill  was provided by Lori Feldkamp, President and CEO, Big Lakes (Attachment 10), and Lori Burchfield, parent (Attachment 11).
