Minutes for SB146 - Committee on Transportation

Providing that the highway patrol will provide the administration and oversight of state certified ignition interlock manufacturers and their service providers.

Chairperson Petersen opened the hearing on SB146.

Mr. Siebers clarified the changes in the bill, which transfer oversight of state certification from the Department of Revenue to the Kansas Highway Patrol (KHP) (Attachment 4).

Kevin Barone, representing a group of Ignition Interlock Manufacturers, spoke in favor of SB 146.  He said the current practice of installers and producers of ignition interlock systems has been very successful, and the relationship between the industry and the KHP remains strong and positive.  Mr. Barone requested favorable passage of the bill (Attachment 5).

Written proponent testimony was submitted by Col. Herman Jones, KHP, (Attachment 6).

By WebEx Lacey Black, Drivers Solutions Manager, Division of Vehicles, Kansas Department of Revenue, speaking as a proponent, acknowledged the transfer to KHP will assure the public that ignition interlock devices will be properly installed.  She noted specifically that the bill does not change the Department of Revenue's current role in the handling of a driver's status or restriction periods (Attachment 7).

The hearing on SB 146 was closed.
