The Chair opened the hearing on HB2124 - Clarifying the authority of healing arts school clinics to provide healing arts services.

Tamera Lawrence, Assistant Revisor, Office of the Revisor of Statute,  gave a brief overview of the bill.(Attachment 4)

Julie Hein appeared on behalf of Cleveland University - Kansas City. Ms. Hein explained that this bill is a mirror bill to a previously passed bill earlier in the Session. HB2124 clarifies two points of current law by:

  • Eliminates a conflict between the existing statute that exempts CUKC from coverage under the Kansas Private and Out-of-State Post-Secondary Educational Institution Act and K.S.A. 65-2877a which enable the university to operate an educational clinic but requires CUKC to be approved by the Kansas Board of Regents.
  • Clarifies authority for CUKC to expand it's student intern education experience through establishing or affiliating with off-campus clinical sites.(Attachment 5)

Dr. Carl Cleveland, President, Cleveland University - Kansas City, College of Chiropractic and College of Health Sciences, also listed the two points of current law this bill would clarify. He also gave the background for the University.

A key focus of the education mission of Cleveland University' College of Chiropractic is to prepare graduates to become skillful and ethical practitioners who also are equipped to conduct a professional practice in the business of chiropractic in accordance with federal and state law. (Attachment 6)

Travis R. Oller, Executive Director, Kansas Chiropractic Association, said HB2124 would allow Cleveland University to establish or partner with other healthcare facilities such as community clinics, multi-disciplinary health centers, and other specialty clinics. This would provide student interns with the opportunity to learn with a more diverse patient population. (Attachment 7)

Matt Lindsey, President, Kansas Independent College Association, related that by exempting Cleveland University's educational activities from regulatory approval by the Board of Regents, it had an unintentional consequence of putting CUKC in conflict with Board of Healing Arts Statutes regulating operation of educational clinics in the state and provides clarity to current law regarding off-campus clinical sites. There being no other Conferees, the Chair closed the hearing on HB2124.
