Chairperson Carpenter opened discussion and action on HB2332 and recognized Jason Long, Assistant Revisor, Office of Revisor of Statutes, who gave an overview of the bill.

Following the review, Representative John Toplikar moved, seconded by Representative Emil Bergquist, to pass out HB2332.

Representative Toplikar moved, seconded by Representative Michael Dodson, adoption of the proposed balloon amendment #3. (Attachment 1) Motion passed.

Representative Toplikar moved, seconded by Representative Pat Proctor, adoption of the proposed balloon amendment #4. (Attachment 2)  Following discussion, Motion passed.

Representative Toplikar moved, seconded by Representative Dodson, adoption of the proposed balloon amendment #5. (Attachment 3)  Motion passed.

Representative Toplikar moved, seconded by Representative Dodson, adoption of the proposed balloon amendment #6. (Attachment 4)  Following discussion, motion passed.

Chairperson Carpenter moved, seconded by Representative Dodson, adoption of the proposed balloon amendment #7. (Attachment 5)  Following extensive discussion, clarifications and suggestions by Revisor Long, motion passed.

Representative Proctor moved, seconded by Representative Bergquist, a conceptual substitute amendment to add to balloon amendment #7 after the word mail, "or cause to be mailed . . .".   Motion passed.

Representative Vic Miller moved, seconded by Representative Elizabeth Bishop, adoption of the proposed balloon amendment #2. (Attachment 6)

Clayton Barker, Assistant Deputy Secretary of State, Assistant General Counsel, was asked to explain how voter registration lists were scrubbed.  Additional questions were answered by Revisor Long.

Representative Miller requested division.  Division yielded six yeas and seven nays with the Chairperson voting nay, motion failed.

Chairperson Carpenter moved, seconded by Representative Proctor, that the Revisor make the necessary adopted technical changesMotion passed.

There being no further discussion or amendments for this bill, Representative Bergquist moved, seconded by Representative Dodson, to pass out favorably HB2332 as amended and with technical changes.  Motion passed.
