Updating scope of practice requirements for advanced practice registered nurses without a supervising physician, imposing requirements therefor and updating certain licensure requirements.

Doug Smith, Executive Director, Kansas Academy of Physician Assistants, provided neutral testimony in regards to HB2256. 1,300 Physician Assistants (PA) have concerns regarding unintended consequences should the bill become law. There is a concern of job losses for PAs. PAs are medically trained and work in collaboration with physicians, nurses and other providers as a part of a physician-directed healthcare team. HB2256 could create a situation that would give preference to APRNs for employment opportunities because they require less regulatory oversight. Fewer PA employment opportunities will negatively affect access of care for Kansans. This may have an adverse affect on students attending and graduating from Kansas PA programs. Students may decide to attend programs out of state or move out of state upon graduation. Mr. Smith concluded that Kansas has always been a friendly place for PAs to practice. He hope that will continue (Attachment 31).
