Minutes for HB2194 - Committee on Transportation

Short Title

Providing for the alpha kappa alpha distinctive license plate.

Staff briefed the Committee on the contents of this bill and answered questions.  (Attachment 11)

The Chairman recognized Representative Gail Finney. (Attachment 12) She said Alpha Kappa Alpha Sorority Incorporated is an international service organization that was founded on the campus of Howard University in Washington, D.C. in 1908.   She said the purpose of Alpha Kappa Alpha Sorority is to cultivate and encourage high scholastic and ethical standards, to promote unity and friendship among college women, to study and help alleviate problems concerning girls and women in order to improve their social stature, to maintain a progressive interest in college life, and to be of service to all mankind.

The next proponent was Dr. Dorothy Hines. (Attachment 13) According to Dr. Hines, Alpha Kappa Alpha Sorority, Inc. is a prestigious organization that supports the scholarship and community development of women nationally and internationally.  She said there are currently over 300,000 members in this organization.

Chairman Proehl recognized Lavonta Williams. (Attachment 14) Ms. Williams said Alpha Kappa Alpha Sorority, Inc. is the first sorority established by African American college women.  She said their mission: To be of Service to all Mankind has led to programs of excellency that assist the communities they serve.  She said they have provided service in areas such as college access, support of Historically Black Colleges, women's health, the arts, global impact and much more.

The next proponent was Harriet Herbert. (Attachment 15) She said the Alpha Kappa Alpha Sorority, Inc., Mu Omega Chapter located in Kansas City, Kansas has served the community at-large for over 97 of the national organization's 113 years. She said they have spent countless hours serving mankind as in the Ronald McDonald House, the Wilhemina Gill Center, the Friends of Yates/Battered Women's shelter, Avenue of Life and MLK Day of service and Scholarships.

Representative KC Ohaebosim was the last conferee. (Attachment 16) He said there are eight active chapters in Kansas and some of the components of the sorority include civic engagement and public service.  He said he had witnessed the sorority's Wichita graduate chapter raise awareness on issues such a the COVID-19 pandemic, breast cancer awareness, heart health and wellness and financial literacy.

Chairman Proehl told the Members that he had received many letters of support for this distinctive license plate.

There were no other proponents, no opponents and no neutrals so the Chairman closed the hearing on HB2194.

Announcements

Chairman Proehl announced that the next Committee meeting will be on February 10th and the Committee will hear HB2019 and HB2132.
