Staff briefed the Committee on this bill.(Attachment 3)

The first proponent was Representative Delperdang. (Attachment 4) He said this bill would remove the unnecessary restrictions currently required for vehicles eligible for registration as antique.  He said this bill will bring Kansas in line with many other states that allow antique vehicles to be defined by their age, regardless of the type or age of the equipment installed on the vehicle.

The Chairman recognized Joshua Blick as the next proponent. (Attachment 5) He said the current bill requires the vehicle to be as close to the original as possible, without any significant alterations to the major component parts (motor, transmission, frame, wheels, tires or body. He said the existing law is a potential safety concern for being roadworthy and a financial burden to the classic car community.

Ray Wilk was the next proponent. (Attachment 6) According to Mr. Wilk, the issue is not with the definition of "antique vehicle" it is the definition of street rod vehicles. He proposed amending the definition of street rod vehicles to include the same age requirement as an antique vehicle except for the modifications of the major component parts.

Chairman Proehl asked if there were any other proponents, opponents or neutrals.  There were not so he closed the hearing on HB2165 and opened the hearing on HB2167.
