Jason Thompson presented a bill brief on SB60 explaining how  jurisdictional application is determined when a crime occurs partly within the state.  This bill was written to directly overturn a contrary statement by a Kansas Court of Appeals panel in State v. Rozell, 58 Kan.App.2d 570, 583 (2020). (Attachment 9)

Senator Thompson asked if this would include internet and identity theft. Jason Thompson relied that it could and that the conferees would probably be speaking to that point.

Adam Proffitt submitted the fiscal note for SB60. (Attachment 10)

Kristafar Aislieger spoke in support of SB60 stating this bill is intended to close a loophole created by the Rozell decision. He argued that  as a matter of policy, we should not let out-of-state actors create problems for Kansas citizens. He stated that this is a broad bill and would cover many topics. (Attachment 11)
