Natalie Scott gave an overview of HB2695.

The Committee had questions and comments.

Randy Bowman testified in support of HB2695 on behalf of Kansas Department of Corrections. He stated as a department, they seek the Committee's consideration of this proposal based upon the need to have highly qualified Enforcement, Apprehensions & Investigations (EAI) field special agents in their service to our fellow Kansans and to have those agents recognized for their work which in many ways mirrors that of other law enforcement officers. (Attachment1)

Ed Klumpp testified in support of HB2695 on behalf of Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association. He stated the Department of Corrections employees conduct much of their business outside the prison walls searching for and arresting absconders and others under DOC control and supervision. (Attachment 2)   

The Committee had questions and comments. Representative Carmichael requested for more information about the payment of $9,119.00 for the training of the officers. (Attachment 3)

Chairman Jennings asked Mr. Bowman with the KDOC for more information about the when an off duty KDOC officer can carry a weapon. Chairman Jennings requested information from Mr. Bowman, if the Secretary of the Department of Corrections will require as a term of employment certification with the EAI of the officers thereby should they lose certification, lose their jobs? (Attachment 4)

Chairperson Jennings called for final questions from the Committee and then closed the hearing.
