Chairman Baumgardner opened the hearing.

Senator Bruce Givens, District 14, Kansas Senate, testified in support of this bill. As a special education administrator, he sees a need to significantly change special education funding. Currently, special education providers submit the employees needed and if licensed and approved, the funding is provided by Kansas State Department of Education (KSDE). This bill would eliminate the need for KSDE to estimate and disburse funds based on the prior year’s Full Time Equivalent (FTE). The FTE in special education counts a full-time teacher as 1.0 and a full-time paraeducator as .4. Two graphics were explained showing how funding is disbursed. (Attachment 3)
