Jason Thompson gave a review of SB332 explaining that it changes requirements for court orders directing a child to remain it present or future placement issued for a child in need. It changes the language from "two or more absences" to one or more absences" and also changes "may" to "shall." The essential consequences are the same, but the time frame for action is shortened. (Attachment 9)

The Kansas Division of the Budget submitted a fiscal note on the impact of the bill. (Attachment 10)

Shawn Brandmahl testified a a proponent of SB332. Geary County Secure Care Center is the only secure care center in the State. He knows first hand that children sentenced to secure care tend to run from authorities at the first opportunity. Now that they are not held in detention prior to being moved to secure care, they are at a greater risk of running. Rephrasing the law closes the loop holes that put children at risk.(Attachment 11)

Senator Rucker motioned and Senator Lynn seconded to approve the minutes for Jan. 15, 22, 28 and 30 as well as Feb. 4 and 10. The motion was approved.
