Minutes for HB2367 - Committee on Taxation

Short Title

Authorizing transfers from the state general fund to the local ad valorem tax reduction fund and county and city revenue sharing fund if the city or county has a new road construction or bridge improvement plan and the plan is approved by the secretary of transportation.

Mr. Siebers provided an overview on HB2367 stating the bill would provide transfers from the State General Fund to the Local Ad Valorem Tax Reduction Fund (LAVTRF).  The bill allows a county to submit a plan for new construction of a road or bridge to the Secretary of Transportation.  If the plan is approved, the county would receive the county's share of the LAVTRV during the fiscal years necessary to complete the project.  

Representative Proehl testified as a proponent to HB2367 stating the bill would take a step toward keeping the T-Works projects promises to local government and empowering them to choose and address their most pressing transportation needs (Attachment 4).

Ed DeSoignie, Economic Lifelines, testified as a proponent to HB2367 (Attachment 5).

Jay Hall, Kansas Association of Counties, testified as a proponent to HB2367 stating the transfers from the State General Fund to LAVTR will assist all counties in Kansas in making the Kansas highway system the best system in Kansas (Attachment 6).

Chardae Caine, League of Kansas Municipalities, testified as a proponent to HB2367 stating the proposed bill would authorize a city to submit a plan for new construction of a road or improvement of a bridge to the Secretary of Transportation for approval.  Upon approval, the city will receive funding for completion of the project through the County and City Revenue Sharing Fund  (Attachment 7).
