Chairman Olson opened the hearing on the bill called for a Revisor of Statutes review of the bill. Eileen Ma provided the overview.

Proponent Mark Dugan rose to speak regarding his Written Only Proponent Testimony. He indicated that he had been in conference with Debra Zehr and recognized that she had communicated some valid concerns and promised her before the committee meeting that he would work on an amendment to resolve her concerns.

Opponent Debra Zehr confirmed that she and Mark Dugan were discussing some options to alleviate her organization's concerns with the bill. She indicated that her legal counsel agreed with her assessment that the current language in the bill would very detrimental or maybe even "outlaw self-funded multiple employer association plans." Otherwise if just two provisions were restored, her organization would definitely support the bill.

Mark Dugan rose once again to state his confidence to Chairman Olson that he was certain that if he and Debra Zehr would be authorized to conference, a mutually agreeable solution could be achieved. Chairman Olson authorized the conference and requested a report on the results of the conversation.

Chairman Olson closed the hearing on the bill.
