Chair Kelly opened the hearing on HB 2031, recognized David Wiese, Assistant Revisor of Statutes, who briefed the committee on HB 2031. (Attachment 2) A question and answer period followed.

Informational - Chair Kelly recognized Alan Conroy, Executive Director, KPERS who provided information regarding HB 2031. (Attachment 3) A question and answer period followed.

Proponents - Chair Kelly recognized the following Proponents of HB 2031 who shared with the committee their supporting points on the issue. Robert S. Wing, Retired Captain, Fire Department of the Unified Government of Wyandotte County and Kansas City, Kansas and President, Kansas State Council of Fire Fighters, (Attachment 4); Ed Klumpp, Legislative Liaison, Kansas Association of Chiefs of Police, Kansas Sheriffs Association, Kansas Peace Officers Association, who also provided some information on possible amendments to HB 2031(Attachment 5); David Johnston, President Kansas Emergency Medical Service Association (KEMSA), was not in attendance, but upon a request by Sean Gatewood, Chair Kelly approved of Mr. Johnston's testimony (Attachment 6) being accepted as written only in support of HB 2031.  William Schneider, Retired Fire Captain, Olathe Fire Department, (Attachment 7); and  Linc Lunsway, Manhattan Fire Department, who presented testimony in support of the bill. No written testimony provided by Mr. Lunsway.  A question and answer period followed each of the conferees.

Proponents-written only - Chair Kelly recognized the following individuals who provided proponents-written only testimony on HB 2031.  Kevin Flory, President, Kansas State Firefighters Association, (Attachment 8); Mik Shanks, President, Fraternal Order of Police State Lodge, (Attachment 9); Jared Wasinger, Assistant to the Manhattan City Manager and Chief Scott French, Manhattan Fire Department, (Attachment 10); Harold Sielert, Retired Firefighter, Lenexa Fire Department, (Attachment 11); and Steve Kearney, Executive Vice President, Kansas State Troopers Association, (Attachment 12).
