Kathleen M. Lynch, District Court Judge Wyandotte County Kansas, offered testimony in opposition to SB401. She is concerned that if this bill becomes a law it will send a chilling message that Kansas is not open to all people who want to provide a loving home to children.  (Attachment 5)
