Matt Sterling, Revisor of Statutes, gave an overview of HB2465, which would expand the authority for the Department of Administration to implement a drug screening program from the employees of the State Veterans home to all employees of the Kansas Commission on Veterans Affairs office. It would also add all employees of the Kansas Veterans Affairs office to the definition of safety sensitive position. It would also include a requirement of the drug screening program to be included in the packet for applicants to the Veterans Affairs Office. No applicant currently is required to submit to a drug screening unless that applicant is given a conditional offer of employment.

Questions were asked and comments made by Senators:  Oletha Faust-Goudeau, Bud Estes and Lynn Rogers.

Wayne Bollig, Deputy Director of Veteran Affairs helped to answer questions on random drug testing for the Veterans Affairs office.

Chair Estes noted that we would probably have final action on HB2465 tomorrow.
