Chairperson Longbine called the meeting to order and opened the hearing on HB2580.  Eileen Ma, Assistant Revisor of Statutes, presented an overview of the bill.

Kansas Attorney General Derek Schmidt testified in support of HB2580, which would prohibit credit reporting agencies (CRAs) from charging consumers for placing or lifting a "security freeze" that bars most third-party access to the consumer's information held by the CRA. (Attachment 1)   General Schmidt responded to a question from Senator Rogers.

Chairperson Longbine pointed the committee's attention to the opponent written-only testimony of Eric J. Ellman, Senior Vice President, Public Policy & Legal Affairs, Consumer Data Industry Association.  (Attachment 2) 

There being no additional discussion or questions, and no other proponent, opponent, or neutral testimony submitted, Chairperson Longbine closed the hearing on HB2580.
