Mike Heim, Revisor, presented a brief overview of SB264 and answered questions from the Committee.

Representative Brenda Landwehr, Kansas House of Representatives, provided testimony in support of SB264 (Attachment 1) and discussed a proposed balloon amendment (Attachment 2), copies of which were provided to the Committee by Mr. Heim. 

Representative Landwehr answered questions from the Committee.

Senator Oletha Faust-Goudeau provided testimony in support of SB264 (Attachment 3).

There were no questions from the Committee for Senator Faust-Goudeau.

Bryan Caskey, Director of Elections, Office of the Secretary of State, provided testimony in support of SB264 (Attachment 4) and answered questions from the Committee. 

Representative Blake Carpenter clarified that Counselor Eric Yost of Sedgwick County contributed to the language of HB2504, a similar bill introduced in the House. 

Mike Burgess, Director of Policy and Outreach, Disability Rights Center of Kansas, provided testimony in support of SB264 (Attachment 5).

There were no questions from the Committee for Mr. Burgess.

Vignesh Ganapathy, Director of Policy and the Racial Justice Project, ACLU of Kansas, provided testimony in support of SB264 (Attachment 6) and answered questions from the Committee.

Written only testimony in support of SB264 was submitted by Patrick Terick, Director of Governmental Activities, Cerebral Palsy Research Foundation (Attachment 7).

Written only testimony in support of SB264 was also submitted by Eric Yost, County Counselor, Sedgwick County, Kansas, (Attachment 8).

There were no further testimonies in support of SB264, and there were neither neutral nor opponent testimonies provided on SB264.

Mr. Caskey answered further questions from the Committee.

Mr. Heim noted the amendment provided earlier by Representative Landwehr would need a technical amendment.

Representative Esau adjourned the meeting, with the next meeting scheduled for Monday, March 12, 2018.
