Neutral David Nickel stated that the bill's drastic amending of the Kansas Energy Efficiency Investment Act (KEEIA) is likely going in the wrong direction. He explained that it would provide a mandate to utilities, but does little to create meaningful opportunities to reduce energy consumption and lower consumer bills. (Attachment 6)
