The Chairperson asked the Committee for final action on HB2590, and asked the Revisor's office for a short briefing of the bill. 

Norm Furse, Revisor Emeritus, Office of Revisor of Statutes, refreshed the Committee concerning the state long-term care ombudsman bill with review of the state long-term care ombudsman program by the Secretary for Aging and Disability Services, and which will grant access to certain records.

Representative Concannon moved to pass out HB2590 favorably, and Representative Kelly seconded the motion.

Norm Furse explained the amendment on Page 8, Line 32, strike the words volunteer ombudsman and anywhere it appears in this section. He referred to top of Page 9 volunteer ombudsman is deleted; however, Mr. Furse stated volunteer ombudsman should not have been deleted in Line 3 (Attachment 1).

Representative Barker made a motion to amend HB2590,  with Representative Ellis seconding the motion. Representative Barker closed the amendment and the proposed amendment passed on a voice vote.

Norm Furse advised the committee there were three necessary technical corrections in HB2590 (Attachment 2).

Representative Barker moved to amend the technical errors, Representative Dove seconded the motion.  Representative Barker closed his amendment and the amendment for the technical corrections was adopted on a voice vote.

Representative Dove moved to pass out HB2590 favorably as amended and Representative Osterman seconded the motion and HB2590 was passed out of committee as amended on a verbal vote.
