Mike Heim, Revisor, gave a brief description of HB2604.

Representative Esau, Chair, asked for the will of the Committee on HB2604.

Representative Vic Miller, Ranking Minority Member, moved HB2604 be recommended favorably for passage, seconded by Representative Blake Carpenter, Vice-chair.

Representative Esau, Chair, moved an amendment on the bill regarding a change in language, seconded by Representative Carpenter. 

Copies of Representative Esau's amendment were distributed to the Committee by Mr. Heim (Attachment 1).

Representative Miller moved a friendly amendment to Representative Esau's amendment, regarding a change in language on page 2 similar to that in the language on page 1.

The vote was unanimous to accept the substitute amendment with Representative Miller's friendly amendment.

Representative Brett Parker moved an amendment on the bill, regarding a press release and public notification from the Secretary of State's Office in the event of online voter registration being down, seconded by Representative Miller. 

Copies of Representative Parker's amendment were distributed by Mr. Heim (Attachment 2), and Mr. Heim answered questions from the Committee.

There was discussion on the amendment by the Committee, and Representative Parker stated he would not object to a substitute motion.

Representative Esau, Chair, moved a substitute amendment, seconded by Representative Miller.

After further discussion, Representative Parker asked to withdraw his amendment and Representative Esau, Chair, withdrew the substitute amendment.

There being no objection from the Committee, the amendment was withdrawn and Representative Esau, Chair, directed the attention of the Committee back to the bill as previously amended.

Representative Miller moved HB2604 be recommended favorably for passage as amended, seconded by Representative Carpenter.

HB2604 was passed favorably as amended by a unanimous vote.
