Scott Wells, Senior Assistant Revisor provided an overview on HB2489 noting amended changes to the multistate tax compact bill.  There are language changes in Article III which concerns proportionate and allocation of income, different party states and how those provisions interact with state law. There were amended changes on Page 3, Article IV and Page 15, Article XII.  Mr. Wells provided a proposed amendment from the Kansas Department of Revenue (Attachment 1).  Mr. Wells stood for questions from the Committee.

Michael Hale, Kansas Department of Revenue testified as a proponent for HB2489 noting the bill determines the income tax owed by a multi-national corporations doing business in the state (Attachment 2).  The bill will be retroactive back to 2008 and an effort to have the multistate compact mirror the income tax act.  Mr. Hale stood for questions from the Committee. 

Eric Stafford, Kansas Chamber testified as an opponent for HB2489 which modifies the Multistate Corporate Income Tax Agreement (Attachment 3).  Mr. Stafford stood for questions from the Committee.

Ferdinand S. Hogroian, Council of State Taxation presented written testimony in opposition to HB2489 (Attachment 4).

After asking if there were any other conferees and seeing none, Chairperson Johnson closed the hearing on HB2489.
