Minutes for SB262 - Committee on Ways and Means

Authorizing the construction of a statue honoring Dwight D. Eisenhower.

Chairperson McGinn opened the hearing on SB 262.  David Wiese provided an overview of the bill including the need for a technical amendment.  (Attachment 1)

Senator Elaine Bowers testified as a proponent of the bill.  The Capitol Preservation Committee reviewed this request and she was pleased to act as the sponsor of the bill.  The costs associated with it come from private funds so there is no cost to the State.  Senator Bowers responded to questions from Committee members.  (Attachment 2)

Senator Randall Hardy spoke in support of the bill as his district includes the boyhood home and final resting place of Dwight D. Eisenhower and it is only fitting and just that a statue commemorating him be placed on the Capitol grounds.  (Attachment 3)

Merrill Eisenhower Atwater testified in favor of the bill.  Mr. Atwater is a great-grandson of Dwight D. Eisenhower who was an inspiration to Kansans in the past and will continue to be in the future. This statue will stand as a reminder to Kansans that, regardless of your past struggles, you can achieve great things.  (Attachment 4)

John Milburn spoke in support of the bill and described the location on the State Capitol grounds.  Fund raising is going well and the funding for the statue has been procured.  They are working on completing the funding for the pedestal.  Mr. Milburn responded to questions from Committee members.  (Attachment 5)

There being no further conferees, Chairperson McGinn closed the hearing on SB 262.

Chairperson McGinn drew Committee members' attention to the Mental Health Task Force Report that was distributed.
