Minutes for SB189 - Committee on Ways and Means

Appropriations for FY 2018, FY 2019, FY 2020 and FY 2021 for various state agencies.

Chairperson McGinn continued final action on SB 189.

Staff distributed a profile reflecting the latest changes as of yesterday's Committee meeting.  (Attachment 1)

Chairperson McGinn proposed, on page 7 line 3 of Attachment 1, changing 5% to 3% in 2019 and, on page 3 line 2, reducing the amount to $500,000 for safety net clinics for FY 2018 and FY 2019.

Chairperson McGinn moved, Senator Billinger seconded, adoption of the proposed amendment.  Motion carried.

Senator Schmidt moved, Senator Doll seconded, to amend the motion carried yesterday regarding the 2% pay raise for state employees to exclude only the law enforcement officers, not all employees, of the Kansas Highway Patrol.  Motion carried.

Senator Denning moved, Senator Kelly seconded, to provide for the global KPERS fix by adding $135,881,102 in FY 2018 and $194,022,683 in FY 2019.  FY 2017 was fixed in the rescission bill.  Motion carried.

Senator Schmidt distributed a document reflecting the details of the 2017 Regents Reductions and proposed revisiting the decision as some universities took a larger percentage share of the reduction than others.  (Attachment 2)

Kelly Reynolds, University of Kansas, responded to questions from Committee members and indicated the Chancellor could use some of these funds, if restored, to make the medical center whole.

Chairperson McGinn distributed copies of an email from Shawn Sullivan, Director of Budget, in which he provided three issues for the Committee to consider when making their recommendations.  (Attachment 3)

Senator Kelly distributed a proposed amendment that would provide a 1.5% pay raise for all state employees and an additional 5% pay raise for all classified employees instead of the 2% pay raise for all.  Discussion ensued regarding classified versus unclassified employees.  No further action was taken at this time.  (Attachment 4)

Senator Kelly distributed a proposed amendment regarding Home and Community Based Service waivers and discussed her recommended changes.  (Attachment 5)

Senator Kelly moved, Senator Schmidt seconded, to adopt the proposed amendment concerning the Home and Community Based Service waivers, including flexibility to change the due dates for reports, if needed.  Motion carried.

Jill Wolters indicated the need for a technical amendment to strike paragraph 4 in K.S.A. 2016 Supp. 79-3425i as this paragraph was inserted to fix an inequity caused by an incorrect formula in which five counties received less money than they were supposed to and the rest of the counties received more than they were supposed to from the special city and county highway fund.  The five counties were made whole in fiscal year 2016 so this paragraph is no longer needed.  Committee members concurred with the technical amendment.

Chairperson McGinn announced the Committee will continue final action on SB 189 tomorrow.

Chairperson McGinn adjourned the meeting at 11:45.  The next meeting will be March 22, 2017.
